In the point 4 yours procedure you forgot import certificate in Trusted Root Certificates Authorities. Without this operation it does not work. Regards Adam.Majchrzak(a)poczta.onet.pl

This may give you hope...... Browse to c:documents and settings, open this folder and look to see if the screenname that you originally encrypted the files with still exists. If you see the screenname that you used to encrypt the files, there is a good chance that your keys are there. This is what I did, and yes they were there. The URL that I previously posted will absolutely 100% work if you still have those encryption keys for that screenname. If you see the screename there, if you did not do a complete reformat, IE you just reinstalled windows over the previous version, you are in luck! "Dont give up the ship or your files!" They are recoverable!

Yes unfortunately i have done a format and install clean operating system again(xp)! And i am unable to decrypt my originally encrypted files. Is there any possible way to decrypt ??? If it does help I did copy over all the original windows files from the previous xp operating system on a separate drive in case i needed them. I tried to look for the certificate but its like trying to find a needle in a haystack ??? Please help

Same here. I hapened to format my partition with win files and my encripted files left on other partition. your advice is good but not helping us. WHAT SHALL WE DO DO DECRIPT OUR FILES IN THIS CASE? PLS help...

Dear Sir, I have encripted my personal folder in my personal admin user. Unfortunatly i had forgotten the password. So that i had reset my password using admin user. After that i could not open my folder. Please give idea to open all my folder in OS WinXP.

It is very informative however, I am attempting to unencrypt files that were on my old install that I transfered prior to deleting my old os. Is there anyway that they can be recoved. Like software ?

can you unencript them ones the orginal key is lost, i did a format like someone else but didnt know that the encripted files would stay encriped and now i cant open them, need some help.....

Hello Super Admin, I was excited when I was going through the steps. They were working and I thought i am going to get my precious files back! Apparently, my case was differnt. I formated my HDD, used recovery laptop CD and forgot to back up my certificate. I used winxp backup to backup my document before formating. Anyways when I restored files after reinstalation of Winxp I realised that I hv no access to my own files. What a disaster! So far all my efforts to corre this was in vain and im desperate. Pls tell straight is it true that all I can do now is to delet my encrypted files? Please help out. My files are result of years of research and work. Please help me out here and I will compensate you. At present after God, you are the only one who seem to be in position to streighten this for me. Please help. Bijan

Dear Super admin, I hope this message finds you in your best of health and happiness. Its me again as I hereby explain one important and rather strange issue about the encrypted files that happened to me recently. It was a few days after formatting, installation and restoration of my documents when I actually opened 2 or 3 files from my encrypted douments. I had to fax them. I opened printed on winfaxpro and sent my fax successfully. At that time I was busy downloading all kinds of patches ranging from nortoon internet security updates to winxp sp2. It was only a few days later when I tried to open other documents from my encrypted documents that I begin to receive "access denied" message and since I could not even open one single file. I have even tried to open the same files which I faxed but in vain. After that I used restore and reinstated my computer to when I updates were not installed but situation still the same. I sometimes look at the files I sent by fax in winfaxpro and winder what really has happened!!?? I opened them, printed them and now ... Having said the above fact, I also like to add that when i used winxp back I checked the option [preserve security state). I thought this little info might help. I am going crazy; please help me out here if you can. Thank you, Bijan

I encrypted my files on Windows XP, didn't do any of the steps described above, formatted my hard drive and now I'm unable to copy, decrypt or open my files. Is there anyway to recover the files? Thanks

I followed all the steps ok but it seemd to literally copy my files in the encryption program, and I still cannot open any of them in my Dreamweaver. Maybe Adam.Majchrzak(a)poczta.onet.pl had any ideas? I am not sure what he meant, is there anything else I need to do? Thanks, Helen

Dear Boris, Thanks for your message. I truly understand the severity of your situation as it appears to be as bad as mine. Anyway, I wish that I could give you good news but I am still having the same problem. You see, I do believe that Microsoft is directly responsible for the losses we incurred. Why? I do not know how you did come to know about encrypting your files (obviously as a measure to protect them from the dangers on the internet etc). But in my case, a Microsoft tutorial thought me how to do it. The important thing is that Microsoft (the tutorial) have never mentioned anything about the obvious danger of losing all data in case of what happened to us or a simple HDD crash which can happen anytime to anyone. Microsoft never warned us at all, NEVER explained that what should be done about the certificate stuff just in case. Now, I do not know where do you leave and whether Microsoft has an office in your area. But I suggest that either write and complain or better still step into their office with your laptop and demand a solution. I leave in Dubai and I will soon find a time to pay a visit and will keep you posted. You do the same and good luck. hey guys something weird has happened to my admin account.My comp suddenly crashed and when i restarted Windows gave me a msg the user account is corrupt and i was being logged in a temp account. Now how do i access my encrypted files i cant log in using my corrupt account . I tried the above procedure but cant access my files.

If you did not format your hard drive use the link on comment #9 , it does decrypt the files/folders.. Certificates are still there... I had to do an upgrade install when my new CPU was not reconized by old install.Folders and files are in place just encrypted. tool worked to recover need to bail out $100...

Poster of comment #47, did you encrypt the files? I think the only problem you have is a permissions thing... Unfortunately, I only use XP Pro, so I don't know if there are some functions I describe here that aren't in Home (and login as the administrator): 1. Make sure simple file sharing is disabled (Windows Explorer, Tools, Folder Options, View). 2. Right click the folder you are trying to access, Properties. 3. Click 'Security' 4. Advanced 5. Owner 6. Set yourself as the owner. I'm in the same boat as some people on this list. I encrypted some files, but then had to do a clean install. Unfortunately, that meant I am now... cut off from my files. While I have a Ghost image of my previous installation, my parents are the ones that *made* me do the clean install on A DIFFERENT HARDDRIVE. So I can't just Ghost it onto the harddrive I am currently using. Yes, I could Ghost it onto the drive I was originally using to run Windows from, but that drive is a partition on a drive that has been set to Slave, while my current Windows harddrive is ANOTHER harddrive (completely separate, not a partition on the same one) is on master. Should I temporarily remove my current Windows harddrive,
microsoft office Professional 2010 upgrade key, boot from my old Windows harddrive, decrypt the files, then put my current Windows drive back in? (so confusing)

As strange as it might sound, i had the same problem once and solved the problem by simply restoring my files on a FAT partition, that removed the encryption setting from the folders and i managed to access MOST of the files. Any ways it's worth trying. AZ

dear sir it is very good article and I learn many things from the article, but I still has a problem. The problem is that I format the windows xp partition and install new fresh window xp. after that I can not open the files which i have encrypted. is there any way to decrypt the files? I backup my files in a 40 Gb HD before formatting my 80 Gb HD but I forgot to Decrypt the files because I'm having trouble with my Windows in the 80 Gb HD. After formatting the 80 Gb HD I tried to open my backed up files and Windows wont allow me to open it because I'm not Authorized...

i've also been having the same problems as everyone else in that i cannot access a folder that i had encrypted using the windows XP folder encrypting option. I formated my harddrive with the previous user and cannot access the folder. the program in comment #9 recognizes the files and folder but is not able to decrypt them.

With the many people who have experienced problem decrypting their files, I suppose somebody might have come up with a solution to this. I need help in this as well. I encrypted my files in my old office laptop but the problem aorse when our Helpdesk transferred the files to a new unit. I can no longer access my files and the old laptop has been disposed of. I would greatly appreciate if you can suggest a solution. Is Microsoft doing anything about this problem?

I had an OS crash. When I went to replace the OS, I had all my work on a second disk that was incripted. The new OS won't read the old encripted files.

Yeah I think he's right, we're all pretty much screwed. I've been searching for an answer on the internet for two days nonstop now trying to find an answer to this question but all the forums I've seen this topic on have come to the same exact conclusion: If you don't have access to the certificates on the original windows install of the original machine that was used to encrypt the files, there is no possibility of recovery.

I crashed my system so I reloaded windows on a second hard drive. Now all my data files are on drive D: while my operating system is on C: drive. Eventhough I set up as the same user and with the same password on drive C:, I cannot open my old "documents and settings" folder. I have tried everything and nothing works. I tried to move the folder to my new C: drive but windows will not permit it. I use XP home edition. Any help would be greatly appreciated. Thanks, CBA

With regards to the sertificates. I HAVE the certificates used to encrypt the files and still get access denied to my encrypted files. This is after making them available to Windows, importing them into the Trusted Root Cert Auth., Etc...

All of us who lost oue precious work of years were not totally dumb. Most of us had Master/Slave or RAID1 installed on their PCs, with OS residing on a separate HD. When you are given such a shortcut way to ENCRYPT your files or folders by just clicking at their properties without informing about the dangers of losing your everything, in case of an unfortunate crash of your HD with the Operating System, you are naturally tempted to do so. Secondly the creation of Keys and their backup process is so complex that a normal user (who is not very familiar with this jargon) would often procrestinate this process. I know many who did encrypt with a single click and when their OS crashed, lost thousands of productive manhours. From research work to art work, memorable photographs to raw data, much was lost by many to this "Encrypt" ghost. Sometimes, I feel it is better to leave the files unencrypted than making it impossible to retrieve in case of an OS or HD failure. I agree with one of the post that MS is to be held responsbile for this dilemma. For future use, I am using Winzip Archive with password to have a password-restricted access to all my files. And it works though a bit slow. All the best to all.

To recover an encrypted file or folder without the file encryption certificate 1. Open Backup 2. Use Backup to make a copy of the file in case of loss or damage. 3. Send the original encrypted file to the designated recovery agent. 4. Have the recovery agent use their recovery certificate and private key to decrypt the file. 5. Have the recovery agent send the decrypted file back to you, using any file transfer method that is desired. Note • To start Backup, click Start, point to All Programs, point to Accessories, point to System Tools, and then click Backup. • The administrator of the local computer is the default recovery agent, unless you are in an Active Directory domain environment. In an Active Directory domain environment, the administrator that initially logged on to the first domain controller is the default recovery agent. • Sending the file to the designated recovery agent can be done in a number of ways, including backing up the file up to tape or floppy disk. • Files backed up using Backup or any other backup tool retain their encryption while in their backup storage location. The original files can be decrypted or modified without affecting the encrypted state of the backup copies. • You can recover an encrypted file or folder yourself if you have kept a backup copy of your file encryption certificate and private key in a .pfx file on a floppy disk. Use the import command from Certificates in Microsoft Management Console (MMC) to import the .pfx file from the floppy disk into the Personal store.

I really liked the entire topic to learn all different options. I tried all combinations and for me the reason was bit different and may apply to most of you. Changing the password also make the file inaccessible. Revert to the old password used while decripting and then try. - Rajesh

But not my issue. My issue is the following: I encrypted Quicken folders A and B, I then backed up Quicken folders A and B on a Western Digital External HD as well as a second internal HD called "Data". Computer crashed, I removed the External and Internal HD's. Reinstall OS XP, reinstall Quicken. I then tried to restore backed up files in the folders A and B, I tried everything but it says I don not have the correct permissions. Because I do not have the original encryption key from the original user. I can see theoriginal users SID number when I go into the properties of the folders. Any help would be greatly appreciated. It is not mentioned, if the user formatted the disk and installed a new copy of OS; how to recover encrypted files. This is the most common situation which should be addressed.

I have a user that encrypted some important files on our file server. He had an issue with our permissions when we updated this file server with the DST patch. We had to remove said user from the admin group....since that point this user hasn't been able to get access to these files. I followed your steps even though it says its for XP...didn't work. I'm wary about installing 3rd party software on our file server (its a production file server and I don't want to kill it. Does anyone have any other suggestions?

I'm in the same boat with most of the people commenting here -- had encrypted files on an external hdd, then had to format the internal and didn't realize I needed to backup any certificates. IF ANYBODY FIGURES OUT ANYTHING that will help us, please God let me know. I'm going to kick my ass for years if I lose this data.

I seem to be in the same situation as most other people here. My friend copied their Documents folder to an external hard drive to back up their files. Reintalled windows on their laptop and now cannot access their files even though login and passwords are the same. Has anyone found a solution to accessing these encrypted files? I have a similar situation to Biljan (comment 12), except I never encrypted my files in the first place (not knowingly anyway). I was able to decrypt some of my files using the above procedure, but am still locked out of most of them. Nonetheless, thanks for the article. I'll file that one away for next time XP blows up on me. DK

My suggestion is to NEVER, EVER use Windows encryption again. Get a third party encryption program,
microsoft office 2010 Standard generator key, so that, when you move your files, all you need is the program and a password to open it.

i work in a studio and encrypted more than 200Gb of audio files! My XP logs off all the users just seconds after logging in, caused by some virus! I tried using a second XP but it won"t let me play my encrypted files, neither could i decrypt it. Last thing i did was to recover my OS,(i use an ibm thinkcentre)using the ibm rescue and recovery discs. Finally i got my OS back but still i can't decrypt my files. My encrypted files are in a separate physical drive. Is there any 3rd party software i can use? please e-mail me if you got any suggestion.

I was really hoping that this would do it, but unfortunately, what happened in my case is that my local profiles got corrupted. But, XP "recovered" them, so I was still able to log-in under my same ID, but it appears that it's not really the same ID. My original ID was tommy, and still is, but when I look at the folders in MY DOCUMENTS, it looks like there is a tommy folder, but also a tommy.XP-E85F6C5846A. Other users also got this same bunch of characters after their folder names too. Is there any way to log in under my original ID? My new ID seems to use the same password -- it was all transparent to me until I tried to open files that I had encrypted under the original ID. Please help. I have about 7 years worth of family photos that I don't have backups of, and can't access! Very frustrating, because I can see the file names, but keep getting "access denied." Me2. Fdisk'ed and Formatted XP Pro Corporate before saving my certificates or decrypting the file I save all my user names and passwords in. I do have a back up from 6 months ago, but now I'm having to guess and reset the accounts I changed since then. I know this was stupid on my part but Windows is made for laymen and should provide some warning you can't ignore or at least strip all the encryption when you format. If one has access to format one certainly would have access to decrypt files on that computer. The ElCOMSOFT.com program appears to just automate the above procedure. So it won't work either if you have formatted your certificates away. After reading I guess I'm fortunate I only encrypted a few files. This was just my first stop though on what is a personal quest now.

To anyone that cant get their files back listen carefully. I have XP2 and had a computer with a master and slave harddrive setup. The slave being strictly a storage place for data files encrypted using EFS. One day when the pc was running badly, I used the recovery disk to re install windows over the current installation. I did only a light install and did NOT completely reformat the drive. Guess what? I was not able to access my slave drives files! My world stopped. I tried ALL of the retail recovery software out there to no avail. If this is your situation as well do not lose hope. The files that you need will be stored in the documents and Settings folder on drive c: I am no genius but I can follow directions. This web page describes exactly what to do to fix the problem and I assure you, if you lost yours in the exact same fashion as I did, this will work for you. My files, which were in D Drive were encrypted by the feature of Windows XP. I was not aware of it. I later got my C drive formatted. Now I am not able to open my files in D Drive. The message comes that access is denied. I had Jpg and excell files on Drive D . I have very important data in files, which is very very important. I spoke to Microsoft many times but they are not providing any support. I don't know what to do? It is surprising and ridiculous that Microsoft has such an important feature and they do give any warning before you encryptin that it may result in permanent loss of data by encryption. They are not cooperative after data is encrypted and are not ready to provide any support

After getting a new PC, I transferred all my songs and very valuable photos onto an external hard-drive, and some of the music / photos were encrypted, and I thought I would never get them again!!! did not work for me. I had encrypted the files as an admin and then suddenly i could not access them again. So i tried the above mentioned steps and yet i cannot access my docs. What i dont understand is that i am the admin how come i cannot access? also there is a strange login that exists as administrators on the file and not administrator - but the user account has no such login. well, it's a good guide... i just wish it woulda worked. I thought I had gotten a worm virus so i hastily encrypted some family pictures i had completely copied off my digital camera (and removed off the camera unfortunately) from our first vacation together they're sitting on another partition right now... so frustrating that i can't access them. I've even made a user account with the exact same name and @ computer name as it lists in the details of the file and still no luck... your guide i felt was the furthest i've gotten but alas still doesn't work, i've even tried aefsd (advanced EFS data recovery 3.0) and it can't unlock them :(

hi to all I use Win XP OS, with two users + admin account, both with admin rights. One of the users was set with password and files in user dir. was encrypted. Some days ago I remove the password for this account and made new partition on HDD with Partition magic 8, using free space on the primary one. After that moment I can`t decrypt the files. I try all isues found in net, but with no success. I do not delete anything, just remove the password for this user. When I view the certificate that was used to encypt files, it shows me the one, and says I have private key for it, but anyway I can not decrypt, copy, view or anyhing else with this files. I try Advanced EFS Data Recovery software, it shows me that files are decryptable with certificates found on my HDD, pretend to decrypt them and made decrypted coppy, but all decrypted files are broken after this. Do you have any idea how to solve the problem, please? I`m in big trouble now ...

I too am in the same boat as just about everyone listed on this post. I performed a clean install of my OS and all applications on my laptop. I backed up all f my important files onto a 500gb portable. Unfortunatly I was not wise enough/knowledgable enough to know that I needed to copy over my certificates. DOH! I've attempted to use Advanced EFS Data Recovery. However, as I wiped the initial system, I can not recover the needed key for decryption. Now it seems as though my files are trapped in a small room in my 500gb's mind, lost forever, but not forgotten.

If the above does not work for you, this is what you do; I was just experimenting and this worked out: 1. Open certmgr.msc and go to the "Trusted people" folder, then click on certificates 2. Right click on the certificate that has the name of the registered user on the computer, then click on "all tasks", then "export". 2a. Firstly, export the first option {"yes, export the private key"), click next. In the following screen, choose the "Personal Information Exchange" option and make sure the first two boxes are checked. Click next, enter and confirm your account password, then choose a convenient file location, then export it. 2b. Then export the certificate again but this time choose "do not export the private key". Click next, use the defaults, then choose a convenient location to export to. 3. Import the personal information exchange file you exported into the personal folder 4. Import the certificate into the trusted root certificate authority folder. you will be asked to confirm if you want to do this. 5. Open secpol.msc and import the same certificate into the public key policies folder 6. Pray to your God Hope this helps.

I had encrypted some text files but i did a system restore and forgot to backup my encryption certificate... I really need to access those text files.. Simply because the instruction followed here as given affected nothing at all. Here's what I've observed seems to be an issue-When you go to uncheck the encryption box to the right you will see a button "Details". Click on that. If you don't see yourself (the apparent Administrator) in the lower window where reads:"Data Recovery Agents For this File As Defined By Recovery Policy" then obviously there is no recovery agent-In which case it will not work. Whatever the means is of getting the Administrator name in THAT window-THAT is what will finally allow you to decrypt the files. And that what needs to be explained. I agree with those who say that Microsoft should be held accountable for this for not warning people about all these hidden applications (only after the fact-and THEN wants you to pay through the nose to fix the problem-this is plainly and deliberatley EVIL).Microsoft needs the pants sued off of them for implementing features that end users are not told about, which turn on or make changes without user consent or knowledge and ultimately result in the destruction of data. They are running a DATA CONTROL SCHEME, manipulating what happens with user data and forcing payment to undo what they already know will be done. Microsoft is responsible for millions if not BILLIONS of dollars of data loss every year. ANd WE are fools because we would rather consult "experts" and "forums" than confront Microsoft LEGALLY.

this is it for me ..after trying everything to get my data back from the incripted files that i crated with my own hand after i formated and reinstaled the os i decided to send them to a local data recovery company ..and guess what... they did recovered my data .. so there is a chance if you dont minde the bill $1400 so if they can do it than it is a chance out there ..

Hello there. I did not do anything yet, but I really apreciate you helping others about the matter so my rating will be excellent. I was just sending files the other day to an external memory card to leave my computer with more memory and now I needed to access a file on that external memory and the file is encrypted. I think we all are screwed. One thing i do know is that we're supposed to save any necessary certificates to back up before we reformat. Then we can add those certificates to our new user accounts and access the encrypted files. I don't blame windows for having such good security, i blame myself for not thinking of everything i needed to do before a format. cheers!

Protecting data from unauthorized access is the entire purpose for encryption. There are many ways a computer can break and you are forced to reinstall windows. If you do not know how to rescue your encrypted data from a broken system by backing up your certificates/keys, YOU SHOULD NOT ENCRYPT IT!! there are warnings about this everywhere.

Hello, What is the meaning of "...and then immediately logout" ? After login to a user account it is not possible to immediately logout. It takes at least 1 minute to logout. Regards, Ali

Dear sir, First when i got these steeps I am very glad but when I done all the steeps its not worked. My problem is I encrypted all my personal documents and later there was problem in Win XP and I format only active drive. My encrypted files was in seperat drive. When I tried to open those encrypted files access denied. Later I came to know that I have to create and export certificate. Now I am help less. Interesting, but I use Vista now on a new machine. I can't even create .CER or .PFX files. After confirming (not re-confirm, confirm is enough) my Administrator password, the prompt displays the message: Access Denied. How is that possible? I am the Administrator and I use the same password to gain access to my Vista Workspace. Does this command cipher /r:Eagent not work for computers with Vista installed? The reason that I am looking for decryption methods is that I once encrypted Excel files on a computer with XP, transferred them to an archive on an external hard disk, subsequently bought a new machine with Vista installed, and found that I couldn't open the encrypted files anymore after a transfer of these files from the external hard disk. I tried everything, the cipher command, changing privileges and so on. My advice is: NEVER EVER encrypt files with embedded Windows on your machine; use an external program.

When I follow the instructions, I don't even get beyond 'Re-confirm your Administrator password'. The prompt displays 'Access Denied'. This is really infuriating. I am the Administrator and I use the same password for my login to the computer. Once upon a time, I encrypted Excel files on a computer with XP, transferred them to an external hard disk, then bought a new machine with Vista, and tried to open the same files after a transfer back from the external hard disk to the new computer, but to no avail: they are simply to well-protected to open, even as an 'Administrator'. My advice is: never EVER encrypt files under Windows,
windows 7 home premium serial, ANY Windows; use an external program, one that you can install on a new computer and that enables you to use you files again without all this Windows security bullshit.

THIS DIDN'T HELP ME. After completing the steps as outlined in this article, I was still blocked my an Access Denied message, I couldn't even open an encrypted .iso file in UltraISO GOD HELP YOU if you EVER want to decrypt files in XP...

Fails if the OS gets reinstalled. The encrypted file is locked by the original SID. When the "new" username account is established, the OS gives a new SID. Changing permissions fails too because the file is locked by the old original SID. Even in cmd window a "cipher pathfilename" /D fails since this only applies to "new" files.

This is a top notch article, but it doesn't help me. I encrypted my files on an external hard drive. Then the internal HD running XP broke. Now I cannot decrypt the external HD because I can never access it through the previous user account that crashed! If anyone has a suggestion that might help, please share. How Can I Retrieve My Private Folder in the Documents and Settings in my new OS? yeahh..thanx a lot :) i can read all of my files again.. except there is shorter way to do this ... u only have to open certificate man. and edit certicificates that are connected to the file that is encrypted.. all u have to do is delete that certificate .. and if u want u can make your own...

I took my personal external hd to work, couldn't read my own files. after messing about with exporting & importing certificates from the work pc i could access my ext.hd encrypted files, (though i don't know exactly how because i've been messing about with this for a while.) as a double check, i tried it on a 3rd pc at work - no access. I thin i had my private key but not sure. then exporting 3rd pc key gave me a public key and then could read my data. But when i got home i could not access the files even though they were not modified at work - just read. in the end i played about with adding compression (with takes off encryption) and out of frustration i deleted all and restored my backup's backup. I had been thinking of using hiren's boot cd and copying the encrypted to FAT partitoon to remove encryption, but i got fed up and ditched it. bottom line - i've removed all my encryption and keep another copy. i also have certicates (cer & pfx) good luck to all!
