Players Committee Expected to Ratify N.F.L. Labor Agreement Monday

The lockout would not be over after the ratification. Instead, it appears that it could end by next Saturday, when training camps and free agency would begin after the union has re-formed and the collective bargaining agreement has been ratified by the full membership. The doors of N.F.L. facilities could open conditionally before Saturday, but no player transactions would be allowed until the full vote is taken. One compromise that was discussed would have players voting by e-mail to re-form the union Monday. The league would then open its doors Tuesday to allow players to begin the process of filling out paper union cards. Players want to use paper ballots because that is the same process they used to dissolve their union, and they feel it indicates how seriously they took the vote &mdash; a key element they want to preserve to ward off charges that the dissolution of the union was only done for leverage in bargaining. The electronic vote would be a show of good faith by the players for the league, which would have to trust the union to re-form while it opened its doors.
