回顾过往几年，“加大保障房建设”的类似字眼几乎每年都出现在政府的工作报告里， 2007年国务院出台的《关于解决城市低收入家庭住房困难的若干意见》，便强调加大廉租房建设力度与完善经 适房住房制度，2008年末的9000亿元保障房安居工程投资更是引来市场的高度关注，有专家更预计对商品 房市场造成严重冲击。
但实际上，从2000年开始，保障房建设日益被边缘化。有数据显示，自从1998年房改后，除了1998年 与1999年经适房投资占住宅投资总额的比重呈上升外，从2000年开始经适房投资比例便一路下挫。更具讽 刺意义的是，在9000亿元保障房安居工程出台，2009年截至8月底,地方保障性住房建设投资完成率仅为 23.6%，与之相对，2009年国内房价创出历史新高，但是保障房建设不力，地方政府消极怠工，使得中央 意图通过加大保障房建设平抑房价再次成了一纸空话。
德国房价十年不涨之谜
为何国内保障房建设陷入了“越喊越消极”的怪圈？与世界上住房保障做得出色的国家相比，我国经济严重依赖房 地产作为国家“支柱产业”正是最大弊端。以德国为例，德国宪法明确规定德国是一个高福利国家，与医疗、教育 等一样，保障居民住房是联邦政府首要的政策目标之一，不把住宅建设作为经济增长的"支柱产业" 。
正因如此，德国政府住房保障制度向低收入家庭倾斜，如在柏林，单身居民年收入低于1.7万欧元（约16万元 人民币）、两口之家年收入低于2.5万欧元（约23.5万元人民币）的德国公民，都可以申请“福利住房”， 德国政府是以低于成本的租金供应给低收入居民的。据悉，德国政府目前已建成使用的“福利住房”已超过100 0万套，占到全德家庭总数的41%以上。
除此之外，德国还规定自有自用的住宅不需要交纳不动产税，只交纳宅基地的土地税。用于出售的房地产首先要缴 纳评估价值1%-1.5%的不动产税，房屋买卖还要交3.5%的交易税。如果通过买卖获得盈利，还要交15%的差价盈利税。 德国法律还规定,水晶球测验心灵！太神奇了！,对于房价、房租超高乃至暴利者要承担刑事责任。

但与此同时，在房价飙升的背后，老百姓居住问题日益恶化，富裕阶层通过炒房获取暴利，大部分中低收入阶层要 么为房子“背负”二三十年的债务，要么只能对高房价望而轻叹。对此，知名评论人叶檀的观点可谓一针见血，“ 只有一个办法能够让你住上房子，就是迅速地让自己变成赤贫阶层，申请保障性住房。”
正因如此，房地产作为国民经济支柱产业的定位到了需要改变的时候，高房价不仅透支了老百姓几十年的消费力， 造成内需一直不振，同时也削弱了中国的国际竞争能力，阻碍了科技创新、制度创新。从历史经验看，没有一个国 家依靠房地产拉动经济增长获得好下场，上世纪日本泡沫经济的破灭、本世界美国次贷危机正好给我们上了生动的 一课。
德国的住房保障制度，正好是我们学习的最佳对象，放弃房地产业作为国民经济支柱产业的定位，把住房保障作为 房地产政策制定的最重要目标之一，以民生为导向，才能真正实现平抑高房价。
