More freedom and preferential tax polices should be granted to grassroots financial institutions.

Economic Structural Adjustment. Structural adjustment and a new mode of economic development are key points for the economy over the near- to long-term. Several goals have to be reached to complete the restructuring. The economy has to become less dependent on foreign trade and turn domestic consumption into a pillar of economic development. Consumption should play a more important role, while investment's position should be reduced.
Meanwhile, investment will be a major engine for economic growth. The fixed asset investment rate will rise by about 26 percent in 2009.

First, the government should continue supporting development of small- and medium-sized enterprises, the major engine for creating jobs. A credit guarantee system should be set up for small- and medium-sized enterprises; large financial institutions should be allowed to wholesale policy loans to small- and medium-sized financial institutions. More education centers for technology workers should be established.
However, the economic downturn has yet to hit bottom, and more aftershocks are expected. The United States and Europe have seen some positive signs of recovery, while prospects for the Japanese and Korean economies are still gloomy. It's expected an overall recovery will take at least two or three years.
