Default Office 2007 Standard RTI Question Can information

Can data be denied based on payment addressee
This is really a dialogue on Can info be denied centered on payment addressee within the Ask for RTI Query community forums,Office 2010 Standard Key, part with the RTI Community category; Can details be denied, if the IPO (Indian Postal Order) is in favor of General public Information Officer(Public Data Officer) and not in favor of "Pay and Accounts Off.". Opening Up Achievements:
Can information be denied,Office 2007 Standard, when the IPO (Indian Postal Order) is in favor of General public Information Officer(Public Details Officer) rather than in favor of "Pay and Accounts Off.". My mother had applied through RTI for getting info on pension details to the AG Office,Microsoft Office Home And Business 2010, Tiruvananthapuram, Kerala. They denied details saying the IPO was given to Public Details Officer and not "Pay and Acc. Off". This also took the stipulated 1 month time given to them.
Although we got the information, centered on a subsequent RTI application with the IPO now in favor of "Pay & Acc. Off",Office 2010 Code, I wanted to know if this really is a valid excuse on their aspect to deny the info,Windows 7 Product Key, and if not can I challenge this decision of theirs with the State Details Commission/CIC.

Thanks
Antony
