男子用高科技种猪作抵押从银行贷出900万
 

　　《新闻联播》推介南充市商业银行的做法，此举在全省属首例

　　866头活猪作抵押，居然从银行贷出了900万元。8月28日，中央电视台《新闻联播》向全国推介了南 充市商业银行的做法。

　　这866头猪为何这么值钱？银行为啥敢用活猪作抵押，贷出巨额资金？这个案例在南充金融界引发了强烈反 响。据悉,手机监听定位器，此举在全省属首例，在全国也不多见。

　　贷款遇尴尬：银行不抵押活猪

　　这866头猪，都是2008年1月从加拿大乘坐波音747专机空运过来的高科技种猪，每头价值3万元左 右。

　　由于企业投资大，这批种猪运到南充后，四川天兆畜牧科技有限公司就感到流动资金紧张。

　　该公司总经理马成龙介绍，他从2008年开始便跑银行，想以公司的固定建筑或这些种猪作抵 押申请贷款。

　　马成龙说，他们几乎跑遍了南充各大银行，向银行推介企业的实力，想把公司的种猪作为抵押物，向银行申请 抵押贷款。

　　银行表态惊人的一致，因活体牲畜存在很大的风险性，没有一家银行愿意贷款给他们。

　　南充一家商业银行的客户经理表示，在控制风险方面有明文规定，一般不用活体用抵押。

　　南充银监分局局长阎利仁介绍，传统银行业有一句话叫“家有万贯，带毛的不算”，养殖业贷款因风险较大， 而让各银行敬而远之。

　　交贷款申请银行必须先调查

　　今年3月底，抱着试一试的心理，马成龙向南充市商业银行递交了

　　贷款申请书，“当时我第一感觉就是不行，活猪咋能作抵押呢？”银行负责涉农贷款调查和发放的客户经理向 平，没有简单否定申请，上网查询后，发现这些种猪来头真不小，也很值钱。

　　到企业调查是银行贷款的前提，向平准备到企业看个究竟。

　　这是以前从没遇到过的抵押物，查看购买发票，确定这批种猪市场价值不菲。但市场前景如何呢？银行调查发 现，2009年，南充出台生猪换种政策，计划在2010-2011两年更换两万头种猪，而这家公司正是政府的生猪换种企业之一。

　　向平介绍，这866头种猪是原种猪，只用来造种，生育的下一代才作为种猪销售给养猪企业，一头种猪至少 可卖4000多元，远远大于普通商品的

　　盈利能力。企业有获得国家津贴的畜牧专家，员工基本上都是畜牧专业的大学生和研究生，人才 结构合理。

　　调查人员掌握第一手资料后，南充市商业银行综合部经理、农学博士张伦方，作为贷款专家组成员再到企业考 察，最终确定了900万元的贷款发放。

　　“我们将866头种猪的保险作为银行第一受益人。”向平介绍，双方约定，公司一旦卖出50头猪，就要还 银行5万元至10万元的贷款本金，以此来控制贷款风险。

　　活体作抵：破解畜牧业融资困局

　　经过3个多月的严格审查后，南充市商业银行于今年6月底，放出了这笔生物性资产抵押贷款。

　　通过银监委的推荐，中央电视台在《新闻联播》播出这一消息，在南充金融界引发强烈反响，多家银行都开始 研究生物性资产抵押贷款。

　　南充银监分局局长阎利仁介绍，生物性资产抵押贷款是商业银行专为畜禽养殖企业和农户“量身定做”的贷款 新品种，养殖农户或企业用自身或第三人正在养殖的猪、牛等活体牲畜作为抵押，向银行申请贷款，取得信贷资金 。他表示，南充市商业银行开全省先河，为南充尝试破解畜牧业融资困局做出了有益探索。

　　抵押物尽管是一群活猪，但在向平眼里，它们和其他抵押物差别并不大，可能还更值钱，“企业有专业技术、 有高科技人员、产品有广泛的市场。”向平表示，这笔贷款符合南充银监分局提出的“成本可算、风险可控”的中 小企业培育原则，“以后遇到类似的活体抵押，只要符合这个基本原则，他们也会发放贷款。”
